The legislative is made up of 2 branches due to the Great Compromise. It's intent was to please both the small states and then the big states. Therefor the senate is made up of 2 members from each state while the house is based upon the population of that state.
In the legislature, they control many of the powers through the committees and oversight that they have over the entire government. One of the powers that they have formally in the Constitution is the Senates power of impeachment over the the President. An example is the impeachment of Andrew Johnson. One of the powers that are informal powers are the elastic clauses which give Congress the right to do anything they feel necessary to keep the country going. For example the Patriot Act.
Congress share the powers of declaring war and creating laws with the executive branch of the United States. This is so they each don't get too much power regarding any certain issue. Furthermore the legislative branch has to also have the complete support by the President on a treaty. Secondly, the judicial branch oversees the laws that congress is drafting to make sure that they are compliant with the Constitution.
Congress is the most important branch of the government due to its law making abilities. They are the ones who draft the budget and shape the laws. The approve the nominees of so many positions and are the voice of both the country in masses and in smaller counties.
The Congress powers are ever changing and evolving. They have added the necessary and proper clause and now have the ability to control involvement in certain countries.
Congress' members are all belonging to political parties who have an agenda that they want to achieve. They are pushed to vote more like the party for fear of exile and being left out on an island on the next ballot. They are then picked and prodded by interest groups that want to get the best opportunity for themselves to get what they want plus an extra bonus for the politicians. Congress and the media need each other to get their message out into the world and the people's world back to them. Then the Congress and the states and local governments talk back and forth to pass legislation that the people really want and are pushing for.
