The President of the United States has been traditionally ever since FDR has been hands on with the public policy system. There is always a mark that the President will leave on the economy and the structure of the nation. The President when he is elected talks to his party in Congress to try and get the policies moving through so he can sign them. In election years, Congress will cut taxes so the people of the United States feel that their needs are being heard and thus hoping that they will get reelected.
The bureaucracy determines if the policy is a success. If the bureaucracy disagrees with the policies that are enacted by the government, then there is nothing that can be done to fix this.

The most infamous offender of this was FDR who during the Great Depression went above and beyond his power of being president. FDR tried to pack the courts when they disagreed with him and was thus pushed back with some of his power.
